
Ray H. Smallen, Lt. Col. (Ret.), U.S. Army, 88, of Lower Allen Township, Pennsylvania, died March 26, 2026, at Bethany Village. Born in 1937 in Clinton, Tennessee, he was the son of the late Carl and Rachel Smallen. A salutatorian and three letter football player at Clinton High School, Class of 1955, he earned a BS in Business Administration from the University of Tennessee and was commissioned through Army ROTC. He served in the U.S. Army from 1959 to 1982 in Finance Corps and comptroller assignments, including service in Vietnam and Germany, with postings at Fort Lewis, Fort Knox, Fort Harrison, Fort Leavenworth, West Point, Carlisle Barracks, and Letterkenny Army Depot. He earned an MBA from Indiana University and was the top graduate of his Finance Officer Career Course. His awards include two Bronze Stars, four Meritorious Service Medals, and an Army Commendation Medal. After retirement, he worked for 15 years as an accountant for the Pennsylvania State Employees’ Retirement System. He was a member of Camp Hill United Methodist Church, a lifelong Tennessee Volunteers fan, and enjoyed classical music and reading. He was preceded in death by his wife, Sandra, in 2011. He is survived by a daughter, Katherine Smallen (Jeff Carpenter) of Sydney Australia, and a son, Lonald Smallen (Paula) of Anderson California.
